{"id":4670,"date":"2017-10-10T10:03:19","date_gmt":"2017-10-10T10:03:19","guid":{"rendered":"https:\/\/zastone.ba\/?p=4670"},"modified":"2017-10-25T10:07:31","modified_gmt":"2017-10-25T10:07:31","slug":"ec-questionnaire-awaits-another-deadline","status":"publish","type":"post","link":"https:\/\/zastone.ba\/en\/ec-questionnaire-awaits-another-deadline\/","title":{"rendered":"The EC Questionnaire awaits another deadline"},"content":{"rendered":"<p><span class=\"lead\">In the 2010 elections, several parties promised to secure the Questionnaire of the European Commission for BiH and deliver the answers during the term. The Questionnaire came in December 2016. Almost a year later, the answers are still not delivered.<\/span><\/p>\n<p><img decoding=\"async\" class=\"img-responsive alignnone\" src=\"https:\/\/zastone.ba\/app\/uploads\/2017\/10\/zvizdic-mogherini.jpg\" alt=\"\" \/><\/p>\n<p>When, in 2011, the four parties in FBiH formed the post-election coalition known as \u201cPlatforma\u201d, they announced that they will meet all the conditions for the EC Questionnaire to be delivered to BiH\u00a0<a href=\"http:\/\/istinomjer.ba\/predizborna-obecanja\/platforma-sda-sdp-nsrzb-hsp-upitnik-za-spremnost-na-clanstvo\/\">in the first year of their term<\/a>, following that with the promise that they will reply to the Questionnaire\u00a0<a href=\"http:\/\/istinomjer.ba\/predizborna-obecanja\/platforma-sda-sdp-nsrzb-hsp-odgovor-na-upitnik-do-sredine-2012\/\">by mid-2012<\/a>.<\/p>\n<p>Six years later, the promises are still being made. When Bosnia and Herzegovina finally received the Questionnaire in December 2016, Dragan \u010covi\u0107, the member of BiH Presidency who delivered the EU membership application in February 2017, proudly stated that by the end of this year the candidacy status awaits Bosnia and Herzegovina:<\/p>\n<p><span class=\"pullquote\">Alongside the answers to the Questionnaire we already received, I&#8217;m positive that we will, by the end of 2017 the latest have the candidacy status for the EU and also activate the MAP for NATO membership.\u00a0<\/span><\/p>\n<p style=\"text-align: right\">Dragan \u010covi\u0107,\u00a0<a href=\"http:\/\/nasatv.ba\/covic-siguran-da-cemo-do-kraja-2017-dobiti-kandidatski-status\/\" target=\"_blank\" rel=\"noopener noreferrer\">21.12.2016.<\/a><\/p>\n<p>The chairman of the Council of Ministers of BiH, Denis Zvizdi\u0107, announced that the institutions in charge will have all the answers ready by June 2017. In February 2017, he was still making plans based on that promise.<\/p>\n<p><span class=\"pullquote\">I hope that we will see two important developments by the end of this year, the (EU) candidacy status and activation of MAP. In a way, this would put us on an irreversable track towards euro-atlantic integrations.\u00a0<\/span><\/p>\n<p style=\"text-align: right\">Denis Zvizdi\u0107,\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=1JI2pNDBaHQ\">02.02.2017.<\/a><\/p>\n<p>Apparently, there were more good news regarding this necessary step for membership status. According to Zvizdi\u0107, all institutions were working with full force to meet the deadline that, as he pointed out, was set by BiH itself, not by the European Commission.<\/p>\n<p><span class=\"pullquote\">I base my optimism on a few facts, first being that all the institutions in BiH have replied to EC questions related to their sectors. All these institutions, meaning the cantonal, federal and the state level, have delivered their contributions to what we call the Central information system. RS still hasn&#8217;t done that, but I don&#8217;t see a single reason why that wouldn&#8217;t happen except, of course, certain maneuvering (\u2026)<\/span><\/p>\n<p style=\"text-align: right\">Denis Zvizdi\u0107,\u00a0<a href=\"http:\/\/istinomjer.ba\/kandidatski-status-za-eu-2018\/\" target=\"_blank\" rel=\"noopener noreferrer\">04.03.2017.<\/a><\/p>\n<p>In late May, Mladen Ivani\u0107, a member of BiH Presidency, informed the public that the process of consolidating the answers to the Questionnaire is not yet underway and the deadline, set for June 1st, would probably not be met. Zvizdi\u0107 however, continued to sound confident about his plans:<\/p>\n<p><span class=\"pullquote\">We have formed the bodies necessary to implement the coordination mechanism, as well as support system for the EU (integration). We believe that this process will be finished in a few months.<\/span><\/p>\n<p>However, shortly after Ivani\u0107&#8217;s announcement, another problem surfaced \u2013 apparently, the authorities were unable to provide translation of the answers so that they could be delivered in time.<\/p>\n<p><span class=\"pullquote\">There is this idea that BiH could deliver its answers in one of EU&#8217;s official languages. I&#8217;m talking about Croatian, as it is the 24. official language of the EU. We&#8217;ll see how to handle this, but we clearly have a problem, because there is a large number of pages that has to be translated really fast and in good quality. The countries in the region got additional questions precisely because there were misunderstandings, or the translations weren&#8217;t good enough. We want to avoid that, so that we don&#8217;t get a lot of additional questions.\u00a0<\/span><\/p>\n<p style=\"text-align: right\">Denis Zvizdi\u0107,\u00a0<a href=\"https:\/\/www.slobodnaevropa.org\/a\/upitnik-evropske-komisije-bih\/28516956.html\" target=\"_blank\" rel=\"noopener noreferrer\">30.05.2017.<\/a><\/p>\n<p>This statement was rated by Istinomjer as\u00a0<a href=\"http:\/\/istinomjer.ba\/prevodenje-upitnika-ek-nije-bilo-problem-u-susjednim-drzavama\/\">false<\/a>, since the insight into the additional questions delivered to the neighboring countries has proved that the \u201cissues with translation\u201d were practically non-existent.<\/p>\n<p>The real issue wasn&#8217;t the translation, but the fact that Republika Srpska was still refusing to accept the Coordination Mechanism, which was supposed to provide EU with \u201cone voice\u201d to communicate with Bosnia and Herzegovina&#8217;s authorities in the accession process. Moreover, the RS prime minister, \u017deljka Cvijanovi\u0107, openly stated at the time that they have no intention of delivering the answers to the central base until the Coordination Mechanism is \u201cfixed\u201d.<\/p>\n<p>In July, the Council of Ministers adopted\u00a0<a href=\"http:\/\/istinomjer.ba\/vijece-ministara-bih-odgovori-na-upitnik-do-01-septembra\/\">a formal decision<\/a>\u00a0which urged all the working groups to speed up the process of \u201ctechnical finalization of the answers\u201d in order for the replies to be delivered by September 1st. Zvizdi\u0107 followed that up with a statement makin the deadline a bit more loose:<\/p>\n<p><span class=\"pullquote\">If there are no more political obstructions such as those we faced in the last four months, we will wrap up all our obligations concerning the replies to the Questionnaire by early fall. September or October, but early in the fall in any case.\u00a0<\/span><\/p>\n<p style=\"text-align: right\">Denis Zvizdi\u0107,\u00a0<a href=\"http:\/\/www.6yka.com\/novost\/127134\/zvizdic-ako-ne-bude-politickih-opstrukcija-upitnik-ce-biti-realiziran\" target=\"_blank\" rel=\"noopener\">31.07.2017.<\/a><\/p>\n<p>Since the \u201cearly fall\u201d arrived with no answers in sight, another announcement was made in the beginning of September.<\/p>\n<p><span class=\"pullquote\">We&#8217;re trying to make up for the lost time. All the bodies in he coordination mechanism are formed, 1.400 members of working groups are actively engaged and we held 40 meetings in total.<\/span><\/p>\n<p><span class=\"pullquote\">We expect to finish this Questionnaire by the end of this year and send it to Brussels.\u00a0<\/span><\/p>\n<p style=\"text-align: right\">Denis Zvizdi\u0107<a href=\"https:\/\/www.klix.ba\/vijesti\/bih\/zvizdic-odgovore-iz-upitnika-poslat-cemo-do-kraja-godine-potrebno-120-prevodilaca\/170907030?utm_medium=Status&amp;utm_source=Facebook&amp;utm_content=170907030&amp;utm_campaign=Klix.ba+Facebook+status\" target=\"_blank\" rel=\"noopener\">, 07.09.2017.<\/a><\/p>\n<p>This is yet another promise that Istinomjer will\u00a0<a href=\"http:\/\/istinomjer.ba\/zvizdic-odgovori-na-upitnik-po-ko-zna-koji-put\/\">track and rate<\/a>\u00a0its implementation when the year gets close to its end. At this point, after all the postponing, the prospects don&#8217;t look so well. Even the representatives of EU institutions who, for the past four years, went out of their way to praise BiH&#8217;s \u201cprogress on the EU path\u201d when there was hardly any real progress to speak of, seem to be having a hard time doing that with the latest failed \u201cbenchmark\u201d. Indeed, there probably is no way to find a positive twist on the fact that it&#8217;s taking the country&#8217;s leadership(s) almost a year to compile and translate the basic facts about the state they&#8217;re running.<\/p>\n<p><span class=\"pullquote\">Today, there are hardly any reasons to remain optimistic regarding BiH\u2019s European path. No serious progress has been made in the fight against the corruption that plagues the country. The rule of law remains problematic and the judicial system, as well as the public administration are in dire need for reforms. The implementation of the reforms contained in the Reform Agenda, agreed by all political forces in the country, and which represents the backbone of the new EU approach, is painfully slow. This is no secret for anybody, and certainly not for BiH\u2019s citizens who have decided to \u201cvote with their feet\u201d. According to data from the World Bank, the number of people from BiH who live abroad is 44.5 per cent of the country\u2019s overall population, which puts it in 16th place in the world for the emigration rate.<\/span><\/p>\n<p><span class=\"pullquote\">When it comes to answering the European Commission Questionnaire, which was supposed to be done swiftly, in order to enable BiH to get candidate country status by the end of this year \u2013 a self-imposed deadline of the authorities \u2013 we are certainly not there yet. Deadlines keep being set, then pushed back, with the additional complication of a rather embarrassing translation problem.
