The Regional Roadmap on good governance for the Western Balkans countries has been published

Between July and December 2018, the consortium of 6 regional countries as well as the Westminster Foundation for Democracy developed the Regional Openness Index, which served as an indicator regarding the measuring of the level of transparency of governments and ministries of the Western Balkans countries as well as availability of information to citizens.

The Regional Roadmap on good governance of the Western Balkans countries unites the separate national action plans of the Western Balkans countries and incorporates high level recommendations for each institution to improve the transparency. Following the principles of transparency, this paper lays down a series of issues: from passing of central openness policy at the executive level to regular publishing of electoral rolls of MPs, whether the judicial bodies maintain their websites and whether the local self-government publish information opportunely and so on.

The national Roadmaps on good governance with basic recommendations and activities were prepared on the basis of those measurements and in compliance with the international standards. The national Roadmap on good governance for state institutions in Bosnia and Herzegovina is available here.

Through public demonstration on how the various institutions function in these areas, the Regional Openness Index shall motivate the institutions to adopt and implement some of the proposed action steps, improve their openness, hence the result in the index in order to reach higher level the following year.

Over the course of the next three years, the Regional Openness Index shall be updated annually and shall serve as a reference point for the progress toward transparency in the region. The updated national roadmaps on good governance shall be developed based on the reviewed achievement. This way, the work done at a regional level shall speed up this issue’s pace of change, which is one of ACTION SEE’s goals.
